Split delta via delta_split in calibrate and equally across open-set columns in configure. - #232

Previously, `calibrate` passed the full target `delta` to `config.configure`, and `TabularConfig` / `MultiTableConfig` scaled `delta` by `init_budget_fraction` before dividing it across open-set columns. This coupled `delta` allocation to the zCDP `init_budget_fraction` hyperparameter and caused standalone calibration of `OpenSetInitializerConfig` to consume 100% of `delta` in thresholding. Add a `delta_split: float = 0.5` keyword argument to `calibrate` that passes `delta * delta_split` to `config.configure`, leaving `(1 - delta_split) * delta` for converting the remaining DP events to `(epsilon, delta)`-DP. Within `TabularConfig.configure` and `MultiTableConfig.configure`, split the incoming `delta` equally across open-set columns. PiperOrigin-RevId: 994442400
